Signature Campaign for Revising the "LAW CONCERNING THE PROTECTION AND CONTROL OF ANIMALS "

by ALIVE in 2000-2004

Dear Members of the House of Representatives & Members of the House of Councilors

The types of animals kept by people are categorized as companion animals, animals for exhibitions, animals for experimentation, farm animals and so on. Protecting these animals from cruelty and keeping them under proper conditions is our duty. For this purpose the Law Concerning the Protection and Control of Animals was established. This is the only law in Japan which is actually concerned with protecting animals kept by people. However, compared with animal protection laws in other countries, it clearly lacks concreteness and has not been very effective.

For these reasons, in December 1999 this law was revised to reflect the concerns of Japanese citizens. Many important issues such as the licensing of animal dealers and the regulation of experimentation using animals, which were requested before the previous revision, were not included then.

Consequently, a supplementary provision was added that this law be revised again 5 years after it was put into effect.

Therefore, we hereby strongly request that the following issues be included in the coming revision 2005:

1. Clarification of the definition of animal abuse.
2. Broadening the categories of animals to which animal abuse is to be applied to all vertebrate animals.
3. Regulation of experimentation using animals (including regulation and investigation of the actual conditions of experimentation, such as facilities, experimenters, the number of animals used, types of animals, and purposes of experimentation).
4. Broadening the definition of animal dealers (including facilities which sell animals for experimentation purpose, those which deal with farm animals, and those which deal with horses for riding).
5. Establishment of a licensing system for animal dealers which would make it possible to examine their licenses and suspend their business in case of violation.
